From the Programs page, click Create Program.
This opens a guided, step-by-step wizard for building your program — you'll move through a short set of steps in a sidebar, with your work saving automatically as you go.

The Steps
- Purpose — pick the goal, and give the program a name and a participant-facing description.
- Capabilities — choose the assessments participants will be measured on and set a target score for each.
- Configuration — set the deadline, assessment behavior, and integrity controls.
- Credentials (only if your company has Credly connected) — connect a badge to issue on completion.
- Communications (only if enabled for your company) — control the emails participants receive.
- Review — see a summary and publish.
Choosing a Goal
The goal you pick sets defaults for what participants see and how the assessment behaves. Available goals may vary by account, but commonly include:
- Develop and grow participant skills — best for learning and development. Participants get their score, gaps & strengths, and upskilling recommendations.
- Benchmark skill levels — best for calibration and comparison. Participants see their score, but not upskilling guidance.
- Evaluate for hiring or high-stakes decisions — keeps results with your team; participants complete assessments without seeing scores.
🚨 Note: You can change the goal while still setting up the program. Once it's published and participants are enrolled, the goal locks.
Adding Capabilities

On the Capabilities step, review Elo's recommended capability based on your program's name and description, or click Browse capabilities to search the full catalog, your company's custom capabilities, or Workera's signature capabilities.
- Click Add capability (or Add from the browser) for each capability you want to include. Each capability is its own separate assessment, so keep your selection focused.
- Set a target score for each capability using the slider (0–300 scale).
Clicking Browse capabilities opens a modal with several ways to find what you need:
- For you — Elo's top recommendation based on your program's name/description, plus curated "bundles" (e.g., an Essential Skills Growth Pack with several related capabilities) you can add as a group via Add bundle.
- All — the full capability catalog.
- Custom — capabilities your company has created.
- Signature — Workera's own signature capabilities.
- A category sidebar (Business, Business Tech, Cloud & Data Engineering, Data Science & Analytics, Future Fit, and others) for browsing by topic instead of searching.
💡 Optional: You can group capabilities into an elective group ("choose X out of Y")
You can also drag capabilities to reorder them.
Configuration
Once you selected your capabilities, set your deadline, choose assessment behavior (question-level results, early exit, custom upskilling link), and configure integrity settings (prevent copy/paste, proctoring).
Publishing
The Publish button becomes available once you've selected a goal, given the program a name, and added at least one required capability. On the Review step, you can check a summary of all your selections before publishing.
FAQ
Does my work save automatically?
Yes. Selections and toggles save the moment you make them; text fields (like the name and description) save when you click out of the field. There's no manual "Save draft" button while you're building.
What's a draft, and can participants see it?
Every new program starts as a draft. Drafts are not visible to participants — nothing goes live until you publish. A brand-new program isn't even created until you make your first real edit, so abandoning a blank wizard leaves nothing behind.
I published, but it says the program is being prepared. Is something wrong?
No. Some programs need a moment to finish preparing after you publish (for example, generating assessment content). The Review step shows progress, and the program goes live automatically once it's ready.
Can I use Elo to help write my program name or description?
Yes — the name and description fields on the Purpose step have a "Rewrite with Elo" action that cleans up your copy in one click.
Is there a minimum number of capabilities for an elective group?
Yes. If you use an elective group ("choose X out of Y"), you need to include at least two capabilities in the group.
